Job Description:

Universities in North Carolina founded RTI in 1958 as the first scientific organization in and centerpiece of the Research Triangle Park.
RTI's International Development Group has worked in Europe and Eurasia (E&E) since 1992, as a leading contracting organization for clients such as the U.S. Agency for International Development (USAID), the World Bank, and several other regional and international organizations and foundations. Expertise throughout E&E includes fields such as local government, local economic development, public finance, economic growth, education, and information and communication technology. With annual revenues exceeding $700 million, RTI International is one of USAID's largest contractors.

RTI International seeks long term experts for an upcoming USAID-funded local development project designed to stimulate rapid, diversified and sustained economic growth in Kyrgyzstan. The anticipated duration for this high impact program is 4 – 6 years with a funding level of over $80 million.
The Finance Advisor will facilitate access to finance for private sector actors by improving and deepening financial services through partnerships with reputable financial institutions. This may be accomplished through the following:
• Building linkages with financial institutions.
• Guarantee funds.
• Financial facilities and guarantees.
• Business Development Grants.
Job Requirements:
• Bachelor's degree required, master's degree preferred.
• Minimum five years (including long term resident) experience required.
• Eastern Europe & Former Soviet Union experience preferred.
• International donor project experience required, USAID experience preferred.
• English fluency required and Russian preferred.
• Strong management, leadership, interpersonal, and communications skills required.
