National Logistics Officer
Position Summary
The National Logistics Officer has a dual reporting structure to the Chief of Party in Iraq (LGP III) and the Sr. Manager for Property Control in North Carolina. Key representative on export control restrictions, inventory management, property control, shipping & receiving and warehousing. Interfaces directly with senior members of the program and operations staff, procurement, regional office team leaders and the controller. Responsible for supply chain management to include materials requirements planning, compliance with sensitive item export restrictions for property and equipment, management and reporting of US Government property and equipment, capacity building for cooperating national staff, logistics and post-procurement support. Administers RTI’s property control policies and procedures in all in-country operating locations.
Maintains and controls nonexpendable US Government property considered highly critical as a result of export restrictions and the risk associated with property loss in a highly volatile environment. Ensures that physical inventories are promptly conducted, property loss is reported within allowable time frames, and the property disposition is in compliance with ADS, AIDAR and FAR regulations.
Property Control
• Publish and distribute local procedures for project headquarters and all regional/operating offices to endure an effective property accounting system is implemented and maintained in accordance with RTI corporate policies, contract terms, conditions and clauses, and US Federal regulations and requirements
• Maintain the web-based property accounting system (RTI Asset Management System (RAMS))
• Account for all property that is provided, purchased or acquired for project supported activities
• Maintain a custodial receipt system using RAMS for property that is issued to project personnel or retained in storage
• Conduct and report cycle, annual and as-required inventories
• Coordinate the Client Contracting Officer submittal of all disposition approval requests
• Assist investigating officers in preparing Survey Reports and submit requests for disposition instructions for all lost, stolen, missing, or destroyed property
• Submit scheduled and ad hoc reports as directed by the RTI Home Office
• Establish a quarterly review and reporting system to dispose of surplus and unserviceable property, equipment and commodities
• Conduct Contract Year-End Close-Out and End-of-Contract activities
• Train local property control personnel, responsible managers, and other key personnel
Physical Distribution and Logistics
• Develop and implement standard operating procedures in accordance with acceptable industry standards for commodity receipt inspections, physical distribution of equipment and supplies, and warehousing operations
• Manage a safe, secure and limited access warehouse environment for all stored commodities
• Maintain a stock replenishment system based on materials requirements planning and economic order quantities.
• Verify and document shipments and receipts, prepare and submit discrepancy reports,
Education and Experience:
• Bachelor’s Degree in related field or equivalent
• 10 years relevant experience
• A minimum of five years working the area of government contracting
• Prior experience working the area of government contract compliance
• Experience working overseas; Middle East, Iraq and/or other post-conflict environments preferred
Knowledge, Skills and Abilities
• Command knowledge of the Federal Acquisition Regulations, USAID supplements and Bureau of Industrial Security (BIS) regulations
• Knowledge of the Acquisition Cycle from identification of need through contract closeout
• Strong oral/written communication skills and ability to communicate at multiple levels in the organization
• Strong planning, organization and problem solving skills
• Strong presentation and facilitation skills
• Ability to build effective relationships with all clients, peers, and stakeholders
• Ability to work hands-on, independently, and within team in difficult work environment
• Culturally astute, respectful and tolerant
• Ability to pass a medical examination
